Why am I running for office?
I choose to run for the office of Elbert County Clerk & Recorder because I love this county and feel that employing the experiance and skills I have gained to lead this office into the future is the best way I can serve our citizens.
What are the duties of the Clerk & Recorder?
Each Clerk and Recorder's Office is responsible for issuing and recording marriage licenses, recording all real estate transactions, issuing liquor licenses, registering voters, conducting all primary, general and county elections, and, when contracted, municipal and school district elections. The Clerk and Recorder's Office also operates the Motor Vehicle Divisions in the State of Colorado for titling vehicles and issuing license plates.
As your next Clerk & Recorder, I pledge continued transparency in all office activities. Trust and understanding is critical in public service. During my campaign I will be completely open in regard to who contributes to my campaign. You can find all required campaign financial filings on the Secretary of State's TRACER website.
I follow Lou Hotz's "Do Right" rule in all I do - "Do the right thing, do your very best, and show people you care." As you Elections Manager, I have ensured that regardless of the obstacles, each legally cast vote has been accurately counted and our local elections can be trusted.
No matter what the task, clerk, elections, recording, or DMV, it is our people that get the job done. I am proud to work with each member of the Clerk & Recorder's team and look forward to taking the role of servant-leader. I will ensure they have the resources, training, and support needed to serve all our citizens.
On March 19, 2022, Rhonda was designated as the Primary Candidate for Clerk & Recorder by acclimation of all 158 Assembly Delegates present.
She was nominated by Mr. Garry Mayfield and that nomination was seconded by Mrs. Andrea Richardson.
The Clerk & Recorders Office is staffed with friendly and helpful professionals in four departments. As an 8 year employee of the office, Rhonda has a strong knowledge of the staff and missions of each of these areas and will ensure that citizens of Elbert County will continue to receive the high-quality customer service that they deserve.
Your Motor Vehicle Department issues titles, vehicle registrations, and plates. This department acts as the county-level agent for the Colorado Department of Revenue, collecting statutory taxes and fees related to motor vehicles. We average more than $1 million in monthly transactions and have a 92% approval rating from the Elbert County citizens.
Your Elections Department administers Primary, General and Coordinated elections. In eight years as election manager, Rhonda has overseen all aspects of 15 elections, two recounts, and was selected by the former Secretary of State to conduct a recall election in Teller County.

Supporting Transparency!
The Clerk to the Board is the custodian of the County seal, records and papers of the Board of County Commissioners. The Clerk to the Board prepares agendas and maintains a record of board proceedings, inclusive of all scheduled or special board meetings, land use hearings, liquor hearings, and County Board of Equalization hearings.
Your Recording Department processes and preserves documents presented for public record from 1874 to the present. Most of the documents are available electronically. Included in the records are: real estate records, military discharges and plats. In addition to housing recorded documents, the recording department also issues marriage licenses.
